that would even have infringed the Magna Carta :

"RELIEF.On application of the Attorney

4 restraining order, a preliminary injunction, or an in5
junction, in accordance with rule 65 of the Federal
6 Rules of Civil Procedure, against a registrant of a
7 domain name used by the foreign infringing site or
8 an owner or operator of the foreign infringing site
9 or, in an action brought in rem under paragraph
10 (2), against the foreign infringing site or a portion
11 of such site, or the domain name used by such site,
12 to cease and desist from undertaking any further ac13
tivity as a foreign infringing site."That is, shoot first, think second. Guilty until proved innocent.
The following part extends this "ceizure" of service to virtually anything US based. That is, search engines, payment sites, advertisers etc. are explicitly mentioned.
Actually, the best way to circumvent this law if it ever passes is to use that tiny loophole and make the ceizure of service to foreign sites impossible. It may be possible to design a crafty network architecture and a system into which even the owners couldn't delete entries without crashing the whole thing (and then, the censorship could be declared as unreasonable).
