Do you believe we should have a 4th level heirlooming system and how should it work

Add 4th level of heirloom after level 33
Add 4th level of heirloom after level 34
Add 4th level of heirloom after level 33, but you may only have one 4th level loom per player
I don't believe that we should have 4th level heirlooms
