From what we know is that this message increases your blacksmith skill or something, allowing you to craft/buy heirloomed items in the new strategus (probably the ones you were wearing at the time of this message).

When crafting is introduced you will be able to craft heirloomed weapons and armour. Getting that weapon means you get +2 on all the items and -1 on EVERY item you did NOT have equipped. Therefore, using the same set of equipment is a good thing if you get that message (since you then you can craft masterwork items).

Not sure if I remember right, but you can't go beneath the basic. So you will never make "broken/bent/rusty" equipment. The -1 only applies to any +2 you've already got but didn't wear when you got the message again.

yeah dex , i was told it was blacksmithing , since i started over on a new char  , gen 1 instead of gen 13 , i had that message pop 4 times
