Possibility of becoming a horse skirmisher

So besides the idea of making a throwing hybrid w 1h I also dept into the idea of becoming a numidian cav or jinete. (whichever term u prefer) So aside from needing a nice high proficiency in throwing what would be the recommended riding skill. Also since its not rlly archery would I need points in horse archery. If so what would u recommend. Lastly aside from determining what type of mount u can ride does the riding ability affect anything else? Like speed/maneuverability etc.... :

Yes, riding ability also influences your riding speed and maneuver. Also, I believe that horse throwing might be the most unrewarding class at the moment (seeing that throwing got nerfed to the ground). To be quite honest, I haven't seen one horse thrower since the patch.

As for the build, I would go for 18/18, so you can have 6 power throw and 6 riding.

Damn thats a bit of a pain. Still well survive till they patch it. Which I hope they do. If they do. Finally does horse archery come into play here?

Horse archery does effect horse throwing.

I believe it does. You should have 3 Horse Archery(4 would require you to go for 24 agi, nerfing your power throw significantly). Also, they have plans to buff throwing in the next patch.
