The running speed reduction for holding a weapon is related to the weight and length of the weapons in question. Longer and heavier weapons will slow you down more than shorter and lighter weapons would. I have a post that includes speed measurements while holding weapons of different weights and lengths.

For clarification besides what WaltF4 said (who is a massive bank of knowledge for this game), you do not however gain any speed when putting a shield on your back.
I'm not normal and I don't pretend so, my approach is pretty much a bomb crescendo.
Death is a fun way to pass the time though, several little bullets moving in staccato.
The terror of my reign will live on in infamy, singing when they die like a dead man's symphony.

There is a slowdown for holding weapons, but I discovered it's not only about the weight of the weapon, it's also about its speed lenght.
