As discussed on the discord, I don't think there's a limit so far as I can see in the code. What are you seeing that's stopping you from making more? Is it in-game or is the character not showing up?
nvm, turns out I already had that character, I was just waiting for the "your new code is XXXX" message as a confirmation that the new char is created
