Random Respec

I recently took over the village of New Qaylut in NA strat. For some reason, despite me owning it for several days now, the village just got respec'd. I most certainly did NOT respec my village, and it really fucks me over losing half the PP. Does anyone know how this happened?

I checked for that once I captured the village and it wasn't underway, so unless it doesn't show it for some reason?
