Give us back damage display

I assume that this was done the last time deves attempted to give players damage display. unfortunately this also gave all players the ability to use admin chat. i'd prefer to keep admin chat just to us elite admins so that we can privately gossip and insult the peasants who aren't admins.

on NA that's like 5% of the population playing at any given time

I had to move things around and give players a separate damage display from admins. The revisions can be found and re-implemented if you really want.

Not having admin anymore, it's such a different story without damage. Feels like I do 5 damage sometimes no matter how false that is
