Looks like a computing limitation.
Although Warband itself is light to run, the added scripts and texture references in cRPG make low-end GPUs cripple.

My work computer (AMD A8-5500) runs quite similar to the way Duke's is performing as seen above, even on rock-bottom settings. Whereas my personal rig (i5-6600K and GTX 970) never has any issues.

Any way you could tell me what components (CPU and GPU) your friend Duke has?

I have a pretty capable computer, able to run M&B on full settings, and also get this issue, along with teleporting horses and no running animations. To me it happens only at night or when there are very few players though (EU servers). I read somewhere that it's just how Warband multiplayer works, it tries to save up internet usage by "predicting" what's going to happen, and the problem occurs when the client and server desynchronises. Could also be cRPG's server provider trying to save up money by limiting connection when not many people are connected and/or at night.

Yeah that seems to be the same floating bug I used to have for like a year untill it suddenly disappeared. I never knew what caused it and as far as I know it has nothing to do with your computer's performance since I was running a pretty solid machine at that time. In my experience it only happens on EU3 server.

Yup. It is weird that EU3 is always somehow more buggy and laggy than other servers. HarunYahya had a video on it;
