HoC, New Libere Equites(EU and NA), Libere Equites (EU), HCE, Novgorod Republic, Berzerks, Avengers, Astralis, Kalmar Union (EU), esporters (half of them are banned now so probably rip), black knights, Free Peasants of Fisdnar, Wardens of the North, Brotherhood, House Tothling (really just Korea_Kutt), Massholes, Legionaries, City of Reyvadin, Killjoys, and the Taser Dynasty (and also Maebaebae's Baebaebaes, which is as afk as could be) are all the factions that hold fiefs. Obviously you can't go entirely by that list alone as factions such as yourselves hold no lands. However, I know of no factions other than the Godfreys that are active and hold no lands as of now.
Tl;dr: All of the factions in the above list are active, whether they be merely trading or initiating fights, save for Mae's faction.
