You need roughly 300 WPF in Archery before you start becoming accurate. Or, as you said, before u start hittin anything.

With the recent changes in WPF cost, you'll need to get to roughly level 50 to be effective.

SERIOUSLY: try the level 30, like 160 in wpf and light gear. Then maybe you will do some kills XD

I got my first kill in archery at level 9 with a hunting bow and regular arrows from the distance of about across the river on A Field by the River, hope this helps!

At 150 EFFECTIVE WPF you will be decently accurate.  No you won't have a laser guided sniper scope homing missle reticule of doom like many archers were going for pre-patch, but you'll have a slightly better reticule than xbows which is just fine for mid range headshotting.  I am able to get 180 effective WPF with my archer using PD4, Khergit bow and 130 actual WPF just fine.
