So in theory I should be abled to buy itmes and combine them to a higher tier.But I cant find the option to do so,where is it?

You need one of the higher tier in order to combine the rest.

So you need a +3 Steel Pick, to make 250 +3 Steel Picks out of 750 +2 Steel Picks iirc.
