High ping and bad framerates

I have been experiencing horrible ping and bad framerates on NA 3 and 7. I really don't know what is happening because NA 1 is working fine for me but when I get on either NA 3 or 7 my ping skyrockets and frames become horrible too.

Pls help  :(
