Clockwork is the only person I have ever seen that has abused the Commander position excessively. But instead of implementing a whole new system of code for stripping a commander of his rank, I believe the kick poll suffices. Because if it is that bad, just kick the bastard.
About banning a person for spam-polling themselves, there should be implemented a limit of 2 or 3 times that you can vote yourself commander. No one likes a jerk who spams combat with commander polls and then goes on to harass us with obnoxious text. I wholeheartedly agree with this part.
