Why wouldn't you use throwing in strat? Heavy throwing axe costs 40 gold or so after discount.
If you can bring down a 200g destrier (easy kill on downed rider with another 300g or so gear) or kill/soften up some guy down to 2/3 1/2 hp it's doing significantly more than 20g damage. It can even be used as a melee weapon.
