I don't buy this at all given actual observed in-game behavior. Something is making strength tincans with less athletics able to outrun agility based infantry.

I'd rather say - the less athletics you have, the less armor weight penalty you get, as it reduces your athletics in a percentage value.
That doesn't mean strength affects your speed in any way.

Bullshit. They can never outrun agility based infantry.
They only can catch them in a good moment when agi chars fail their running timing, if they're lucky.

It does not, never did.

STR doesn't affect your speed.

In time immemorial, the tooltip on strength had the "decrease weight speed penalty"part;  but it has been removed and thus, never happened!

AH YES! I knew I saw it somewhere, this clears it all up! So either the devs lied when they put that on the site, or this is all one big conspiracy they're trying to cover up!
