Weird distortion

This is going to sound really weird and odd...but when I'm playing cRPG there is a random screen distortion..the distortion resembles a line but you can't see the line. It's only caused by movements of the character/spectating a moving character (which is why I can't provide screenshots). I don't know if a certain setting can fix this? I've tried vertical sync because I thought this might be what "screen tearing" is...although it didn't help. Do I sound crazy?

When I move the view around it's like it stutters a little bit. Also if I scroll forward or backwards some horizontal bars of distortion (about 5mm thick) appear, one or two of them around the middle third of the screen.

EDIT: it's only there in fullscreen mode :\  i'm using the correct resolution and everything though...

SOLUTION - FIXED THE ISSUE, RAISE FPS LIMIT. (I raised it from 60 to 100) Odd though...never would have thought of this if I weren't randomly tweaking shit.

"Screen tearing is a visual artifact in video display where a display device shows information from two or more frames in a single screen draw.

The artifact occurs when the video feed to the device isn't in sync with the display's refresh. This can be due to non-matching refresh rates—in which case the tear line moves as the phase difference changes (with speed proportional to difference of frame rates). It can also occur simply from lack of sync between two equal frame rates, in which case the tear line is at a fixed location that corresponds to the phase difference. During video motion, screen tearing creates a torn look as edges of objects (such as a wall or a tree) fail to line up."

Two things I would try first: fiddling with is your Refresh rate ingame, and turning on or off V-sync. Although you should know V-sync turned on generally causes input lag.

If that doesn't help I would make sure you are running the game in your monitors natural resolution, and check the refresh rate which the monitor is set to...

Thanks, it's somewhat similar to what you said although 1000x more discreet and very subtle. I have already tried all your suggestions to no avail unfortunately.
