Maybe he is referring to the fact that you cannot get 13 str and 13IF at level 30 (to reach 39 str you are left with just 17 skill points)
On the other hand, if you go 36/3, you can have 12 of one and 11 of the other, which is a better build imo (still awfully boring though)

I go for 39 3 13 PS 12 IF in my next level up nchae'LLAH so you want to say and it s useless to go for 40 - 3  13ps 13 if lvl 34?
