Leecher reporting - rules information needed

Hey guys, so this situation is this.

XPbarn is up, I see a player still for a great amount of time, and I report him. He "wakes up" and starts hitting me, and actually kills me, saying the next thing:

visitors can't see pics , please register or login


So, I'd just like to know if team killing on accusation, counts as a bannable offense as revenge team kills. I don't really care about this specific case tbh, just wondering.

Na I don't need to report it, I've been killing him all night, it's fair enough. 

And by the way, there's a "bug" on the reward for reporting, the xp gained from it isn't updating on the website for some reason.
