Your screenshots aren't very conclusive but I checked the logs and this guy had ~10 kick and ban polls on his name from different people between 15:00 and 16:00 till one eventually passed and he got a 1 hour ban. He was obviously missbehaving so unless further evidence is presented he gets a 3 day ban. If someone else has screenshots with him blocking with constructions sites and intentional teamkilling, like he was accused when the polls were initiated, the ban might be extended.
And a tip, if someone is misbehaving repeatetly and no admin is online you can always come to the irc channel (
http://webchat.quakenet.org/?channels=mount%26blade-crpg) and ask for an admin to come, many admins including myself are usually online on irc and can assist.
