Lets take it one step at a time:

Go to http://www.c-rpg.net/

in the Username type in your characters name.
In the password field type in the password that you created, if you never made one type one in now and it will become your password.

Now that you are in your character account to increase your wpf, go the weapon field you want such as Two Hander, where it says"Increase by" and "0", change the 0 to the amount you want.  Then press the "Increase by" button. You will only be able to add as much wpf as you get for the level you are on.

To get more wpf, put in more points into agility, every 3 points in agility you get to add one point in weapon mastery.  Weapon mastery gives you more wpf then you would normally get by just going up a level.  Be aware that weapon mastery is diminishing returns, so the higher you go in weapon mastery the less wpf you will get.  Note that most people stick at least 4 points into weapon mastery which means 12 agility.

I am sure after you play around with it a bit you will get it.  A good tool to plan your character out is available here:  http://infinitum.dyndns.org/crpg/calc.htm
This will give you a good understanding how assigning points work for your character.  I would also recommend that you visit the Post your Character Build:  http://forum.c-rpg.net/index.php/topic,130.0.html

This will show you some of the standards builds people have used in the past and it will show you good ways to plan and create your character out.

Good luck and Cheers,
