This entire process was an elaborate trap. You smoke out the retarded and/or morally bankrupt trolls early on, who, having the self-control of 5 year old spoiled brats, will have thoroughly canvased the game with dick banners and such as soon as it was possible to do so. Then, when you implement a screening process, you already know who under no circumstances should ever have access to the creation of a banner again. Or just make it x10 more expensive for those very "special" people. And every subsequent rejected banner adds another factor of 10 to the price.
