Repairs start at level 25 (or 20, not sure myself) of first generation, so in case you've retired already you may have went over the safe zone.
Are you sure you have the gold to pay for the item repairs? Other than that, I don't know how to help.

Go into Character > Inventory > Items, click each broken item and click "repair" (cost gold).

Tick "repair automatically".

Earn  gold by playing.

It got changed a while back (2 years ago?), people were respeccing to lower their level so that they could permanently use high-end gear without having to pay gold.

Not sure the text on the website about it got updated though.

wouldn't call this a major item glitch...

upkeep used to start at lvl25 but that was a long time ago, i'm pretty sure it was changed due to people abusing it to make gold.

upkeep isn't the best system, i make more gold as tincan than archer. but its not that bad. just use some low end gear and make yourself some gold to fall back on
