Yeah im glad he realises that just because one banner is trouncing the rest, you still need to respect the server rules.
If you really want to use construction sites to block areas, please just use them on a doorway/passageway/stairway and make it one, not two or three. I don't think anyone can have a problem with it then.
Keep in mind that I think different admins have different views on this somewhat, and it's down to the "common sense" rule.
