I propose a solution for heirloom respecs:

Allow players to respec heirlooms at cost of a half of their heirloomed items. So, for instance, if you have +6 in modifiers total, you get to assign +3 in modifiers to items of your choosing.

What do you think?

It will also reduce the inflation of heirloomed items.

No, youre not doing it with gold, youre doing it without gold so a cavalry who wants to be infantry doesnt need another gen of running naked to save some gold...

@OP, +1, I would say: make formula as it was with heirloom theft.

So? The entire point of using too much equipment is having too little gold. Point being?
Infantry can have equipment that will balance upkeep around positive zero too.

Some already suggested that 150k per heirloom level. I think that sounds good. To change MW something would then cost 450k.

Also you shouldn't be able to break items, as in split a masterwork in 3 tempered. If you have a masterwork you can only change it for another masterwork and have to pay the 450k fee.

Honestly I think if you could change the heirloom for the cost of one heirloom per item would be fair.

Your masterwork X becomes Balanced Y

Instead of losing half your heirlooms because you were drunk one night and decided to heirloom a battle axe one time.

too expensive.

If it costed heirlooms, it should cost 1 heirloom to change 3 (i.e., you have 2 tempered items, and want a third to be masterwork, then you will only have the masterwork left)

+1 for torp's suggestion. It's way too expensive if you have to get rid of half of your hardly earned heirlooms.
