Sounds like fun build, I am having quite a bit of sucess getting headshots with my regular 15/24 build using a nomad bow
I might need to make a stf char to try out the high HA build

Xbow on horseback does receive a damage penalty.. Any ranged on horse back receives damage and accuracy penalty, HA skill lowers the damage and accuracy penalty. If I remember correctly.
