Repair costs

Ok I have a new main char and no alt's and I have been testing a few builds out and respecting, I thought the repair costs kick in at level 26 but with my archer at level 19 I have just started getting repair costs.
Is this to do with the total xp earned with this character = level 26 or is my Char bugged?
Oh my main is called MonkeyBlade if you wanna check it.
