Most of the bandits in our area run around with 49 troops.  100 is just an arbitrary number, its the sense that you do need to fidn out if someone is epaceful or not if they have troops in your area.  Just a simple "hello, i'm friendly" works for us.

Dear Druzhina Warriors,

It may turn out that we will send a small caravan carrying ...emmm... metal jewelery ... near your land.  All horsies died due to some plague called skyrim so we may need to send this precious load by foot.  It may turn out that we will need to send a bit more than 100 lightly armed traders to carry the treasure... more like 1000 in fact... but we come in peace :-)

we domed GO coming to attack us with caravans

pure caravan even with more toops can pass through our lands if contact us first, this is temporary solution maybe.
if we won't decide to reopen borders like before anytime soon, we will remove this thread.
