Did another test since the patch was released.  Results.

Naked character with 3 athletics running from point A to point B on a map.

No weapons at all: 13.5 seconds
4 Great Mauls, none equipped: 15.5 seconds
4 Great Mauls, 1 equipped: 15.5 seconds
2 Great Mauls, none equipped: 14.5 seconds.

It seems they decided to include weight of all items for encumbrance now.  I withdraw my earlier comment on the subject.

are you kidding?  thats a huge difference.  have you ever run a race before?  the guy with less ecumb will be pulling ahead of you the entire time, getting farther away.
