Unless they've changed claims since I last looked, HRE seems to be taking the EU portion of the steppe

They are taking the two villages just south of CHAOS territory as well. Their reasoning being that both areas were sizeable and great strategic areas, in addition to their clan wanting to have a decent enough amount of land for a clan of their size.
