How do you delete an account?

I understand that you can simply delete your characters using the Kill feature, but how does one terminate a forum account?

I don't think that is possible. Your forum account is DIRECTLY linked to your cd key, and as far as I know there is no terminate button, nor a name change.

Forum account name change or deletion is not possible by the user. I can do name changes upon pm request, deletion requires a bit more effort so it is not done unless absolutely necessary.
