Skill isn't High Enough to Use Horses after patch

After the patch I can no longer ride my courser or desert horse as it says "my skill isn't high enough" - I have riding skill of 5 and can ride my Rouncey and Destrier no problem.
Bad thing is I am about to retire and I cannot Heirloom my Courser as planned if this bug isn't fixed :cry:

Heirloom something valuable, sell it and then rebuy your courser.
