As I understand it, changing your Capital in strat takes 7 days. It seems that if your Capital is taken while it's still in the transfer stage, you get locked out of ever setting your capital again. The message on the Strat News page is:
"You are currently changing your capital city to . This will take until Thu, 18:00"
Two 'Thursday, 18:00's have now gone by and I am still unable to change our Capital.
By checking the battle logs I can confirm the dates: We took Uslum on Tuesday, August 16th, I must have pressed "Change Capital" two days later. Two days after that on August 20th, our alliance reshuffled fiefs, causing us to lose our soon to be 'Capital'.
As I understand it, and please do correct me if I'm wrong here, having a Capital set doesn't actually bestow any advantage to the faction, but a bug is a bug.
