I would like to hit people faster and as I understand it that is controlled by WPF. The CRP wiki says this:
    Base Attribute: Agility
    Effect: Raises the proficiency points cap, makes raising proficiencies easier
    Attribute points needed to increase: 3

This skill gives you weapon proficiency points (WPF) which let you raise your proficiencies. The points given are WM Skill*10+30.
Weapon Master Level:    0    1    2    3    4    5    6    7    8    9    10
WPF Points Given:    30    40    50    60    70    80    90    100    110    120    130

Does this mean a WPF of 130 is the maximum that is effective?

No, WPF just doesn't scale well. You get diminishing returns with each WM increase. You also get WPF just by leveling.

Just so you know too, WPF doesn't make a HUGE difference in swing speed, especially if you are using a fast weapon. WaltF4 explained that here:  http://forum.c-rpg.net/index.php/topic,2531.0.html

If you want to be safe, you only really need 130 WPF total unless you are ranged. You can get 130 WPF at level 30 with only 3 WM.

heh think I wrote that on the wiki so glad someone read it, but um you spend wpf points to increase your wpf level as above poster says this has diminishing returns. try the calculator in the sticky in this section to plan your character and see what weapon master level gives what level of WPF
