It no longer matters which team you pick, it assigns you to the one it wants according to autobalance.
Try it yourself. Join spectator then try and join the top team. Then join spectator again a few seconds later and then try and join the bottom team. Both times you will be assigned to the same team.
Team Stacking is now impossible to do on purpose.
