problems transfering?

it seems i cant transfer to anyone, any clue on why and how to fix

Unlike transferring to fiefs, you have to be quite literally on top of the person you are transferring to on the strategus map.  So you simply are not close enough to transfer, move close enough that you can't read each others' names because they overlap so mucha nd you should be able to.
