Strategus - Not being charged visiting fee

I am currently recruiting soldiers in a village with 5 gold visiting fee, but I am not being charged a visiting fee. I also have not paid a single gold in troop upkeep yet.

I think the visiting fee *might* be somewhat related with the old strategus, since villages seem to have different fees so probably they aren't working since the fief are without owner.

But yes, recruiting doesn't cost gold and that looks like a bug

Isn't troop upkeep up only if you have a land already ? Or more than 1k troops. I don't remember well, but there was something of a limit.

troop upkeep is another thing, and yes it used to be triggered by owning some fiefs (was it 3 fiefs? Or just one? I don't remember)
