Question on Patch [Levels, skill points, etc..]

I was level 39 pre-patch. I'm level 30 now.

If someone was like 20 pre-patch, and now they're 30, do they still get the same skill points and attribute points as I do?

Not so sure. I doubt it though, coz I know for sure that wpf is differently gained

Yes, same skills and attributes. No carry over from retirement except for flat exp bonus and heirloom (which also got cut down to 1/3 of the number you used to have)
