It seems liked it does nothing. It also seems like you get it by doing nothing.
The only time I've got it was when I played an alt character at low level, swinging my weapon in the air while watching teammates fight.

I think it is just a message meant to motivate bad players by fooling them to believe they are getting better.

So I believe I have found one benefit of the message.

I was playing DTV the other day, and was looking for the last guy when I used the Show names cheat. When I saw that one of the people playing had 102% health (this was Sir_Thick_OotL). Now I understand that this could of been some kind of glitch or something. I have no idea what else could cause someone's HP to climb over 100% other than maybe a benefit from the message.
