I'm confused, which of these warrant a perma ban? This is just normal behavior I see on a daily basis on c-RPG.

Un-ban him, and just make it a rule that anyone who has been "wronged" by Biceps, has the right to try and TK him, no questions asked.

We don't need anymore nails in the coffin for c-RPG, its already 3ft of the required 6ft under to be declared dead and gone.
