I have a character "AssetMaster" that I don't play, but use to manage my items.
Regular Character, level 26 (after patch, was 15 before I believe). I have assigned attribute points.

I cannot transfer any gear from this character to any of my other characters...

halp.

Oops, read the hover text. A new character now needs to be level 30 to transfer item.

Exp gained at level 15 (previous required level I believe) is only ~ level 26.

That's a bit rough innit?

It takes about two hours to get to level 30 from level 1. So if you're not planning to do something sneaky it seems fine.
