It feels like server is laggy from time to time but I get that in every game, I think it may be problem with ISP being shit and overloaded at some point.
Smartphones and WiFi contribute to that a lot.
I may be wrong but it seams like it is combination of server lag and shit isp.
High ping may be reason of bad routing, I belive there is soft that alows you to fix that problems.
