I've been stuck at 4 in my village for at least 4-5 days now. Maybe even an entire week. It is honestly pretty ridiculous at this point. There is definitely nothing that influences PP production, is there? I have heard that if you get really low, or use them all up it could be a couple days before they start popping up again (probably due to a glitch), but it's not like their generation is actually based on S&D in the fief or something random, is it?
