Hosting or using an actual web-chat isn't something you just do, it not alone requires a lot of machine power depending on how you do it. It is possible to create a proper chat in various coding languages such as rails but otherwise the easiest is really to use the QuakeNET webchat, the two other options is to program one or use a service (which costs money). I highly doubt we'll ever see a real chat here it would be a waste of coding power and to buy a license for one equally a waste.
