Asked in a server and they said at lvl 16 you can respec, im 17 an cant find the option anywhere please help and sorry for noobishness

It's called retiring, you start over again at level 1, but get to keep your gold and items. If you do it at level 31 or over you gain a small xp bonus on that character as well as a heirloom of your choice.
