What these guys are talking about and why that guy directly in front is so uptight? He even does his best to hold back some laughter at certain points.

No point in translating directly, since it's mostly wordplay... They announce the next musical piece as a chain of adjectives.

The guy, sitting in front of the camera, is understandably annoyed because of the noise.

Thanks, I figured it was some rhyming that wouldn't translate well to english but I was curious if that guy was annoyed at anything other then the [contemporary style] traditional(?) russian music played or just the accordion.

The old lady next to them and the guy filming seem to be enjoying it though.
