Yes, you need to buy a banner slot (make sure you're in a clan first though).
No, it doesn't matter which slot you buy. What you see there currently is the current owners banner, once you purchase the slot you can upload your own banner which replaces the current one. (you also have to select a colour, this is for the back of transitional armors etc.)
