Inaccurate FPS meter

I have noticed, for a long time now, that the framerate meter does not display drops while using WSE2.

I play with low-medium graphic settings and usually get constant 120 fps, and, when I notice a little drop, the meter still shows 120 - both the game's and FRAPS'.

Is this a possible bug or just me?

Mine is stuttery at 120 though it reports 120.

At 60 it's always a smooth and beautiful 60 fps.
