Those are your armor values, which don't have anything to do with run speed. The weight of your gear will, which you can see by hovering over items in game or on the website; given how low your armor values are, I'd say that the weight of your protection isn't affecting your run speed that much. The length of a held weapon will also affect your run speed, which long weapons (such as the Pike) having the most marked negative impact. Of course, the most important detail to know in calculating how fast you'll move is how much Agility and Athletics you have.
