I've heard that it helps with their "reload" time, but I have no idea whether or not that's actually true.

It would increases the damage a little, but great lance and jousting lance generally kill in one hit either way so it's whatever.

It also increases 'speed' but couch cooldown is probably a separate function so that's also whatever.

IMO it's not really worth it to invest the points unless polearms are going to be your primary weapon anyway.
Legs are used for standing, walking, jumping, running, kicking, and similar activities.

I've heard the contrary that the couch timer runs on a strict 5 second CD, so WPF would only affect a negligible amount of damage.
